convmv

参考：convmv -f -t

例如:

convmv -f gb18030 -t utf8 myfile.txt
下面这个选项是比较能用到的
--nosmart ignore if files already seem to be UTF-8 and convert if posible

iconv

参考:
iconv -f -t >
例如：
iconv -f gb18030 -t utf8 xxx.txt > yyy.txt
