CFO
1. Commercial Support to CEO of Company & Management team

• Provide strong incisive commercial support to the CEO of Company and ensuring a sound understanding of products/investments/initiatives and their likely financial impact.

• Ensure regular liaison with management and finance team ensuring they are fully abreast of current issues.

• Provide appropriate challenge and review of results and projects.

• Provide strong Finance leadership and support to finance team.

• Manage the flow of financial information requests between Company and Foreign Partner China/Asia Pacific.



• Become a key support to the CEO of Company providing advice and support on all financial issues;

• Gain the respect of the CEO and management team of Company;

• Challenge and review projects and results appropriately


• Balance the need for prompt responsiveness with resource requirements and prioritisation to Asia Pacific.


• Graduate - qualified accountant or MBA or equivalent

• Previous experience of taking overall financial & commercial responsibility of a substantial business in China

• Understanding of PRC GAAP and IFRS

• Critical appraisal ability

• Strong communication and influencing skills

• ERP implementation experience; PC & spreadsheet skills

• Experience in MNCs, JVs and local enterprises

• Good understanding of PRC market (services, banking, internet and so on) and its development trends Environment

• Reports to the CEO of Company and functionally to Asia Pacific Finance Director

• Revenue of US40m initially. Expecting double digit growth in the next 5 years

• More than 700 people within business in Beijing, Shanghai and Guangzhou.


2. Reporting, analysis, forecasting and budgeting

• Implement robust ERP / financial system to ensure financial numbers can be captured, stored securely, analysed, reported and audited to reflect completely and accurately all business transactions/activities and performance.

• Lead month/quarter/year end financial close processes and sync up with Foreign Partner close cycles.

• Ensure timely submission of financial reports, analysis, forecast and budget to Foreign Partner in IFRS standard.

• Manage the audit clearance process with the external auditors. Ensure local statutory accounts are completed and audited in accordance with PRC GAAP.

• Ensure Foreign Partner-specific audits are conducted as required from time to time.

• Develop KPI’s to facilitate performance tracking in addition to financial measures e.g. DSO, Deferred revenue, book-to-bill ratio, cash conversion, operating leverage and analysis by Lines of Business, products, verticals, regions, recurring business and so on.


• Green Internal audit report

• Clean statutory audit and Foreign Partner specific audits.

• Accuracy, timeliness and quality of report, analysis, forecast and budget.


• Excellent analytical skills

• Commercial acumen

• Services, banking or IT industry background would be an advantage.

• Change Management / Business Process Re-engineering.

• Ability to work within tight timeline.
• No company-wide ERP or financial system in please yet.

3. Business Integration

• Work with CEO of Company and Foreign Partner China and Asia Pacific on integration matters.
• Provide critical insights and evaluate the pros and cons of every aspect of the integration.
• Provide good estimates on timeline and integration costs, both one-off and on-going costs.
• Significant understanding of the operation and business to ensure smooth transition in each phase of the integration.


• Clear financials, completed on a timely basis, which track the financial & operational performance to facilitate business decision-making



• Capital budgeting techniques like DCF, NPV, IRR
• Experience of due diligence
• Experience of business integration/consolidation
• Project Management skills
4.
Taxation

• Ensure timely compliance with all local taxation requirements.
• Work closely with Foreign Partner China and Asia Pacific to maximize tax efficiency of Company & Foreign Partner group.

Treasury

• Provide strong leadership on all aspects of Cash flow and Liquidity management in the region e.g.
a. Convert 100% Operating Profit to Operating Cash
b. Significant Capex approved only if justified by a strong business case and management/board of directors approval received.
c. Strong management of cash collections.
d. Bad Debt provisioning in line with Foreign Partner policy.
e. Management of Procurement process to ensure that we leverage off Foreign Partner global buying power.
f. Agreement and clearance of all Inter-company Balances on a timely basis.
• Ensure adherence to GUS treasury policy in the region
• Work closely with Foreign Partner to manage and mitigate all financial risks e.g. currency and interest rate and maximize short-term investment returns.

• Tax returns completed and filed on a timely basis with local tax authorities.
• Tax position agreed and finalised with local tax authorities.
• Achieve 100% cash conversion target.
• Debtor balances mostly current, low DSO’s and bad debts
• Maintaining good relationship.


• Strong knowledge of all PRC taxation requirements.

• Significant background in Cash flow management from both a financial /operational perspective.


5. Internal Control / Risk

• Implement internal controls and ensure these are regularly monitored. (e.g. bank / inter-co / fixed asset reconciliation’s)

• Produce bi-annual / annual reports relating to the internal audit and ensure all requirements are fully met.

• Lease with the internal/external auditors.

• Ensure that the Delegated Authority Matrix is in place and is being adhered to on all transactions.

• Provide support to the CEO of Company and the management team to ensure that business risks are contained and minimised.


• Clean internal/external audits

• Business Risk Impact analysis and mitigation measures.

• Audit or Internal Audit experience.


6. People Management

• Lead and manage the Finance function including monitoring of activities, performance appraisal and technical development, recruitment, transfers, promotions and succession planning.

• Build a scalable finance team with potential to provide cost-effective services to other Foreign Partner entities.


• Effective support to the finance team.

• Scale up the finance team to meet new challenges


• People management experience (minimum 10 years).

• Good exposure to PRC culture and MNC operational needs.
